SCE2020 жуть как понадобилось

Коллеги, добрый день!

 

Понадобилось в схему впендюрить Cisco SCE2020. Создаю пакадж с ограничением в 2 мегабита. iperf паказывает 2 мегабита, торрент трафик валит что есть мочи.

 

Гду посмотреть, что копнуть ?
