проблемы с irq affinity на 10G intel 82599

В роутере стояла сетевуха 10G intel на чипе 82598 и драйвер ixgbe-3.7.21.

Поставили новую карту с чипом 82599 и драйвер ixgbe-3.18.7.

irq affinity начал странно себя вести.

в tx_queue_0 и rx_queue_0 стало попадать в несколько раз больше трафика чем в другие очереди,

откатится на старый драйвер не могу там нету параметра allow_unsupported_sfp.

Может кто сталкивался с таким поведением.
