Схема следующая: от провайдера приходит часть каналов через взаимодествие MBGP+MSDP+PIM, часть каналов приежжает от спутников (IGMP) c ТВ-станции. Траифка можно сказать на коммутаторе 150М, роутинга почти что нет - откуда нагрузка?! Около 500 ТВ-приставок могут генерировать нагрузку igmp guery которая его забивает? может один глючный клиент несколько тысяч генерировать... или сделал петлю в свитче и один пакет штормом на свитч идет. посмотрите статистику по igmp пакетам с периодом 10 секунд и прикиньте сколько пакетов в секунду.
