ASR1000, RP2, ES-P40 и SIP10

Не могу завести SIP-10 в комплектации с ESP-40 и RP-2, при загрузке получаю сообщение:

 

 

%CMRP-3-UNSUPPORTED_FRU:  R0/0: cmand:  ASR1000-SIP10 in slot 0 is not supported with this image and so it is disabled

Читаю документ:

Делаю:

 

upgrade hw-programmable cpld filename harddisk:asr1000-hw-programmables.16.08.01.SPA.pkg 0

И вижу в журнале:

И при этом:

 

Router#show upgrade hw-programmable progress 
Upgrade hw-programmable progress

И процесс upgrade никогда не завершается. Как завести SIP-10?

Софт надо обычный 3.16 к примеру. В деналях дропнули поддержку старого железа
